the Provincial Nominee Program (PNP) is the second leading way to immigrate to Canada as a skilled worker after Express Entry. Nearly every province and territory operates the PNP to welcome skilled workers from all over the world to help strengthen their economies.
Overview
Each province and territory has its own immigration program that has particular requirements and targets certain groups of people these can be students, business people or skilled workers. This program is suitable for individuals who have the skills and professional experience to enhance the economy of a particular province in which they want to live in.

Requirements for Provincial nominee program (PNP)
This program is for workers who
- have the skills, education and work experience to contribute to the economy of a specific province or territory
- want to live in that province and
- want to become permanent residents of Canada
Each province and territoryFootnote* has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target

The Provincial Nominee Program (PNP) allows Canadian provinces and territories to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular province.
Alberta
The Alberta Advantage Immigration Program, nominates people for permanent residence in Alberta.
British Columbia
This Provincial Nominee Program consists of Skills Immigration, Express Entry BC and Entrepreneur Immigration Streams.
Nova Scotia
This program is for the nomination of immigrants who have the skills and experience targeted by Nova Scotia.
Ontario
Foreign workers, international students and entrepreneurs with the right skills, experience and education can apply to the OINP for a nomination.
Prince edward island
This program is for skilled workers, international graduates, entrepreneurs who intend to live and work in PEI.
Saskatchewan
A dedicated immigration program for the selection and nomination of eligible foreign nationals through various pathways.
Northwest territories
This program allows immigrants to settle in Northern Canada under two main streams - the Employer Driven and Business.
Manitoba
This program nominates skilled workers and their families who intend to work and live in the province permanently.
New Brunswick
This program has streams targeting entrepreneurs, international graduates, skilled workers with employer support and skilled workers in the federal government`s Express Entry selection system.
Yukon
This program is for skilled workers, international graduates and entrepreneurs who meet program-specific criteria such as a job or job offer, intent to reside and so on
Newfoundland and Labrador
This program allows eligible employers in Canada`s northern territory to nominate internationally-trained foreign workers and businesspeople for Canadian permanent residence.
