Manitoba Provincial Nominee Program
The Manitoba Provincial Nominee Program(MPNP) offers three streams, through which a foreign national can immigrate to the province of Manitoba and become a permanent resident of Canada

If you wish to immigrate to Manitoba, then you have three options to choose from:
Skilled worker in Manitoba
The Skilled Worker Stream is operated by the province of Manitoba and based on the requirements of the Manitoba labour force. Foreign nationals who have the skills and experience needed in the local labour market, are nominated to receive Canadian permanent resident visas to settle and work in Manitoba.
Eligibility
The candidate possess a valid work permit and has a valid long-term, full-time job offer after you have completed at least six months (continuous) full-time employment with that company as a temporary foreign worker or international student working graduate.
Amount of work experience
The amount of Manitoba work experience needed for eligibility varies:
Temporary Foreign Workers (TFWs) and international graduates from post-secondary institutions in Manitoba who are working in an MPNP In-Demand Occupation. Work experience required: 6 months.
International graduates from Canadian post-secondary institutions outside of Manitoba working in an MPNP In-Demand Occupation: Work Experience Required: 12 months
TFWs and international graduates from post-secondary institutions in Manitoba who are working in an occupation not on the MPNP In-Demand Occupation List: Work Experience Required: 12 months
Language Proficiency
- Regulated Occupations – Canadian Language Benchmark (CLB) 7 in either English or French
- Compulsory Trade Occupations – CLB 6 in English or French
- All other occupations at National Occupational Classification Skill Level 0, A, or B – CLB 5
- NOC Skill Level C or D – CLB 4
Who cannot apply to the MPNP?
The following are not eligible to submit an application to the MPNP:
- Live-in Caregivers currently living in Canada
- Refugee claimants, or individuals involved in a federal appeal
- Temporary foreign workers currently working and residing in a province other than Manitoba
- Spouses of Canadian citizens or permanent residents
- Individuals who have been refused by the MPNP within the last six months and who are unsure of the reason for refusal
- Individuals who have an active immigration application with any other immigration program in Canada.
Skilled worker overseas
The Skilled Worker Overseas pathway nominates applicants who demonstrate an established connection to Manitoba through:
- the support of family members or friends;
- previous education or work experience in the province; or
- an Invitation to apply received directly from the MPNP
Manitoba Support
A Manitoba Supporter is a resident of the province who is a friend or relative of the applicant and is willing and able to review and endorse the applicant`s plan for settling and finding employment in their community. A Manitoba Supporter must be the applicant`s close relative or friend/distant relative.
Manitoba Experience
This means that you lived in the province as a temporary foreign worker or international student previously.If the candidate was a temporary foreign worker, they must have worked full-time for a Manitoba employer at least six consecutive months.
If the candidate was an international student they must have attended and completed their education or training program at a public, or registered private vocational, post-secondary institution in Manitoba.
Manitoba Invitation
The MPNP regularly issues Invitations to apply to qualified candidates who are recognized through one of the Strategic Recruitment Initiatives in Manitoba and overseas.
International education stream
The International Education Stream for Manitoba graduates is intended to provide international students graduating in Manitoba and possessing skills required by the industry accelerated pathways to nomination.
There are three pathways:
- Career Employment Pathway
- Graduate Internship Pathway
- International Student Entrepreneur Pilot(ISEP)
Career Employment Pathway
This Pathway provides faster nomination pathways for post-secondary students who graduate and find long-term employment in Manitoba in an in-demand occupation related to their training. If these conditions are met, they will be eligible to apply to the MPNP as soon as they graduate and obtain the job offer.
Graduate Internship Pathway
This is for international student master and doctoral graduates through internships contributing to industry in Manitoba. Graduates who complete an Accelerate or Elevate internship with Mitacs in Manitoba can apply to the MPNP as soon as they graduate and even without a job offer.
International Student Entrepreneur Pilot
The International Student Entrepreneur Pilot (ISEP) provides up to 20 international students per year who have graduated in Manitoba the opportunity to pursue entrepreneurship instead of employment. Once the applicant meets the conditions of their Business Performance Agreement, they are nominated for permanent residence.
Business Investor Stream
The Business Investor Stream (BIS) allows Manitoba to nominate qualified business investors and entrepreneurs from around the world who have the skills and desire to start or purchase businesses in Manitoba.
There are two pathways:
- the Farm Investor Pathway (FIP) for those who wish to set up and operate a farm operation in rural Manitoba.
- the Entrepreneur Pathway (EP) for applicants seeking to start a business in Manitoba; and
Entrepreneur Pathway
The Business Investor Stream (BIS) allows Manitoba to nominate qualified business investors and entrepreneurs from around the world who have the skills and desire to start or purchase businesses or become partners in existing businesses on a temporary work permit.
Farm Investor Pathway
The Farm Investor Pathway (FIP) is for individuals with farm business experience, sufficient capital to invest, and who intend to set up and operate a farm in rural Manitoba. They will have to produce primary products that are consistent with the province`s current farm industry.
