Newfoundland and Labrador immigration pathways
If you wish to immigrate to Newfoundland and Labrador, then you have three options to choose from:
Express entry skilled worker
The Express Entry Skilled Worker stream of the Newfoundland and Labrador Provincial Nominee Program (NLNP) is open to skilled workers who intend to settle in Newfoundland and Labrador, once they meet certain eligibility criteria, and hold a valid full-time job offer.
Eligibility
Newfoundland and Labrador Express Entry Skilled Worker is aligned with the federal Express Entry system. The candidates must have an active Express Entry profile.
Minimum requirements
- Candidates must have a full-time job offer from a Newfoundland and Labrador employer that meets industry standards.
- Must provide official language test results that show they meet the language proficiency stated on their Express Entry profile.
- Candidates must have at least a Canadian post-secondary degree or diploma or an equivalent foreign credential
- Candidates must have at least one year of work experience in the past 10 years in a NOC Skill Level 0, A, or B profession.
Points Assessment Grid
In addition to meeting the above requirements, applicants must score at least 67 out of a the total of 100 on the Points Assessment Grid for the NLNP Express Entry Skilled Worker stream. Applicants will be graded on various factors such as education, work experience, age, and so on.
Skilled worker
The Skilled Worker stream of the Newfoundland and Labrador Provincial Nominee Program (NLNP) is for international workers and prospective immigrants of all NOC Skill Levels who have a guaranteed job offer of from a local employer, or be currently working in the province on a valid work permit.
How to apply for the Skilled Worker category?
The application can be made online and the candidate will receive regular updates as their application progresses through the assessment process. If the application is not completed within 90 days of starting the application, it will be closed.
Eligibility
- Candidates must have a valid, full-time job offer from an eligible employer.
- Proof of language proficiency in English or French, and applicants in NOC Skill Level C or D occupations must achieve at least Canadian Language Benchmark (CLB) level 4
- Be 21 to 59 years old
- The intention and ability to settle permanently in Newfoundland and Labrador
- Sufficient settlement funds and finances to establish yourself and any dependents in Newfoundland and Labrador
International graduate
This category is for graduates who have completed their post secondary program from an approved Canadian educational institution and have a job or job offer from a Newfoundland and Labrador employer.
How to apply for the International Graduate category?
The application can be made online and the candidate will receive regular updates as their application progresses through the assessment process. If the application is not completed within 90 days of starting the application, it will be closed.
Eligibility Requirements:
- Be 21 to 59 years old
- Have the intention and ability to settle permanently in Newfoundland and Labrador
- Candidates must have graduated from a an eligible Canadian post-secondary institution
- Candidates must demonstrate language proficiency to perform the job they have been offered
- Candidates must be working in Canada on a valid Post-Graduation Work Permit (PGWP) when they apply.
- Have an IRCC Post- Graduation work permit (PGWP). The work permit must have at least 6 months validity remaining at the time of application for the NL Provincial Nominee Program
International entrepreneur
The International Entrepreneur category is intended for foreign business people with the finances and management experience to own and operate a business in Newfoundland. After operating the business for at least one year, the foreign entrepreneur may be nominated for permanent resident status, provided certain criteria outlined by the Office of Immigration and Multiculturalism are met.
Is there a fee involved?
There is no fee for this category. However, there may be some fees required for obtaining and preparing the required documents for this category. All travel costs to Newfoundland and Labrador for the exploratory visit and in-person interview should be borne by the candidate.
Eligibility
- Be 21 to 59 years old
- Provide a business plan with supporting financial documentation verified by a recognized third-party professional
- Have a minimum of Canadian high school diploma or equivalent foreign credential
- Have the intention and ability to settle permanently in Newfoundland and Labrador
- Candidates must demonstrate a personal net worth of at least $600,000 CAD, and make a minimum investment of $200,000 CAD in a new or existing business that they purchase.
- Demonstrate ability to create at least one full-time equivalent job for the local population
- Demonstrate that the business is a for-profit entity with the primary purpose of earning profits
- Have at least two years’ experience actively managing and owning a business in the last five years or more years’ experience in a senior business management role in the last ten years;
- Complete an online EOI
- Candidates must demonstrate language proficiency to perform the job they have been offered
International entrepreneur
The International Entrepreneur category is intended for foreign business people with the finances and management experience to own and operate a business in Newfoundland. International graduate entrepreneur
The International Graduate Entrepreneur category is intended for graduates of Newfoundland post-secondary institutions to apply for permanent residency if they have at least one-year of experience owning and managing a business in the province.
Eligibility
- Be at least 21 years of age
- Provide a business plan with financial documentation verified by a recognized third-party professional service
- Applicants must have a minimum of a post-secondary educational credential of at least two-years. This credential must have been completed in-person at either Memorial University or the College of the North Atlantic
- Have a valid post-graduate work permit
- Have the intention and ability to settle permanently in Newfoundland and Labrador
- Applicants must have at least one year of experience in actively managing and owning a business in which they hold a minimum one-third ownership in Newfoundland & Labrador
- Demonstrate ability to create at least one full-time equivalent job for the local population
- Demonstrate that the business is a for-profit entity with the primary purpose of earning profits
- Complete an online Expression of Interest
- Receive an Invitation to Apply from the Office of Immigration and Multiculturalism
Priority skills: In demand academic path
The In-demand Academic path is offered for candidates who have completed a Master’s degree of PhD in an in-demand field at Newfoundland and Labrador’s Memorial University.
Eligibility requirements
- Candidates must prove English language proficiency by scoring at CLB 5 or higher in the International English Language Testing System (IELTS) or Canadian English Language Proficiency Index Program (CELPIP) language test.
- Be atleast 21 years of age
- Have the intention and ability to settle permanently in Newfoundland and Labrador
Priority skills: In demand work path
The In-demand work path is offered for candidates with at least one year of work experience in the past ten years in one of Newfoundland and Labrador’s priority occupations.
Eligibility requirements
- Candidates must prove English language proficiency by scoring at CLB 5 or higher in the International English Language Testing System (IELTS) or Canadian English Language Proficiency Index Program (CELPIP) language test.
- Be atleast 21 years of age
- Have the intention and ability to settle permanently in Newfoundland and Labrador
- must have worked in a highly skilled, in-demand occupation for at least one full year in the last 10 years
