Through this program, prospective immigrants with the skills and experience the Ontario economy needs may receive a provincial nomination from Ontario, after which they can apply for Canadian permanent residence with Immigration, Refugees and Citizenship Canada (IRCC).

If you wish to immigrate to Ontario, then you have the below options to choose from:
Human Capital
The Human Capital Category is divided into two sub-streams. One is the Ontario Express Entry. Programs in this sub-stream are linked with the Express Entry system. The other program is the Ontario Express Entry sub-stream.
Ontario Express Entry sub-stream
- <strong>Human Capital Priorities</strong>: This category is aligned with the Federal Skilled Worker Program and Canadian Experience Class (CEC).
- <strong>Skilled Trades</strong>: This category is for individuals with relevant Ontario work experience in an eligible trade occupation.
- <strong>French-Speaking Skilled Worker</strong>: Applicants for French-Speaking Skilled Worker must have strong skills in both French and English.
Minimum Requirements
The following are the minimum requirements needed to be eligible through one of the streams under the Human Capital Category:
- Must have sufficient money to support yourself and your family.
- Must wish to live in Ontario
- Must meet the additional requirements for the stream you are applying for
Employer job offer
Ontario Employer Job Offer includes three immigration streams targeting foreign nationals who have secured valid job offers from employers in the province.
Ontario Foreign Workers
This is for foreign workers who have a valid job offer from an Ontario employer. In order to be eligible, the job offer and Ontario employer must meet certain conditions. Additionally, the foreign worker must meet certain eligibility requirements regarding previous skilled work experience.
Ontario International Students with a Job Offer
This is for international graduates of eligible Canadian colleges or universities who have a job offer from an Ontario employer. The job offer and the Ontario employer must meet certain conditions. As well, the international student must meet eligibility requirements regarding their education.
Ontario In-Demand Skills
low-skilled workers who have obtained a job offer from an Ontario employer. The job offer must be for a position included on Ontario’s In-Demand Occupations List.
Entrepreneur
The Ontario Entrepreneur stream is one of the Business Streams of the Ontario Immigrant Nominee Program that targets experienced business owners or senior business managers who wish to reside in Ontario. Successful applicants must start a new business or buy an existing business in which they are involved in the daily management duties.
Application procedure
- Register an expression of interest.
- Candidates who receive an invitation to apply have 90 days to submit an online application
- Attend a mandatory in-person interview at the OINP offices in Ontario
- If the application is approved, the applicant will have to sign a Performance Agreement
- A temporary work permit support letter is issued so that the candidate can apply to IRCC for a temporary work permit.
- Once arriving in Canada, the applicant has a maximum of 20 months to implement their business plan.
- If the business meets all requirements, the candidate needs to submit documentation to ensure they are eligible for nomination for permanent residence.
Eligibility
- Interested applicants will have to provide an in-depth proposal for their business plan in Ontario.
- A candidate must be able to prove they have the interest, ability, and financial resources to own and actively manage an Ontario business
- Must have at least 24 months of full-time business experience in the last 60 months.
- The applicant must have a minimum net worth of at least $800,000 CAD. As well, the applicant must make a minimum personal investment of at least $600,000 CAD
- Must be actively involved, on a day-to-day basis, in the management of the business.
- The primary purpose of the business must be to make a profit
- The business must create at least two permanent full-time jobs for Canadian citizens or permanent residents.
Regional immigration pilot
<strong>Regional immigration pilot</strong> is designed to attract skilled workers to rural and smaller communities in Ontario, in order to fill local labour shortage. Candidates who are successfully nominated through the Regional Immigration Pilot program will be invited to submit an application for Canadian permanent residence.

How to participate
- Applicants must register in the OINP Expression of Interest system
- Have a full-time and permanent job offer from an employer located in one of the pilot communities
- Meet the criteria for one of the streams under the OINP’s Employer Job Offer category
