Canadian Immigration and Work Permit Options for Caregivers

Caregivers play an important role in Canada`s economy and society. Due to its aging population and low birth rate, Canada provides numerous immigration and work permit pathways to caregivers.

Home child care provider pilot and Home Support Worker pilot

The Home Child Care Provider Pilot and Home Support Worker Pilot are pilot programs that targets foreign caregivers who have a job offer or work experience in a caregiver occupation in Canada and meets minimum education and language proficiency requirements to work in Canada.

Qualifying work experience

The applicant will be assessed for eligible Canadian work experience once they have submitted proof of this requirement. All applicants must have had temporary resident status and work permit during the period of work experience acquired in Canada. Only authorized work will be considered for the work experience requirement.

To qualify, a candidate must have secured work experience in an eligible occupation from the National Occupational Classification (NOC) list:

  • Home Child Care Provider Pilot applicants must have work experience as home child care providers
  • Home Support Worker Pilot applicants must have work experience as home support workers or related occupations

Education

The applicant must provide proof that they have either of the following:

  • A Canadian 1-year post-secondary (or higher) educational credential
  • Foreign educational credential equivalent to the above and an Educational Credential Assessment (ECA) report issued for immigration purposes

Language Levels

The applicant must prove that they have secured a language proficiency of level 5 in the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens in either English or French, for all of the 4 language skill:

  • reading
  • writing
  • speaking
  • listening

Open Work Permits for applicants to the Home Child Care Provider Pilot and Home Support Worker Pilot

To be eligible for an open work permit, the following criteria must be met:

  • Currently live in Canada and wish to reside in a province or territory other than Quebec
  • Have a valid work permit or be eligible for restoration and have held a valid work permit prior to losing their status
  • Have received a positive eligibility decision on their application for permanent residence after completing 24 months of relevant work experience

In-Home Caregivers Temporary Foreign Worker Program (TFWP) Stream

The TFWP helps Canadian employers hire foreign nationals to fill the skill shortage in Canada. Any employer wishing to hire a foreign national through TFWP must first obtain an LMIA to show that they could not find a Canadian citizen or permanent resident to fill the role.
